What are these bumps on my face? It isn't acne.?

I would kill for flawless skin, I just have these small bumps under my eyes/ cheek bone area. It's not any type of acne because I tried popping them and they're the same color as my skin. I don't know what to do to get rid of them and I don't know what it's called. Help?
